Can you use a dimmer switch with this light with fluorescent bulbs?

The Golden Lighting 8606-D5 uses either Incandescent or Fluorescent but Fluorescent cannot be used on a dimmer switch.

Can the shades point up as well?

The Golden Lighting 8606-D5 can only point downwards.
